The Minister of Agriculture, Luis Planas, announced, within the package of measures to deal with the drought, “a moratorium on the digital notebook of exploitation” in response to the demands of the agricultural sector.
During the press conference after the council of ministers, Planas advanced that the obligation to fill out the digital notebook was going to be delayed to 2024 and 2025, depending on the type of exploitation, they point out from Asaja.
However, Royal Decree-Law 4/2023, of May 11, published the following day in the BOE, maintained the initial date of September 1, 2023 with some modifications:
a) For those farms that meet any of the following conditions:
1. They exceed any of the following maximum dimensions, established by crop group:
i) 30 hectares of farmland.
ii) 30 hectares of permanent pastures.
iii) 10 hectares of permanent crops
2. On the total of their agricultural surface, they have more than 5 hectares of irrigated land.
3rd They have a greenhouse plot.
As of September 1, 2023, only the content required by Royal Decree 1048/2022, of December 27, on the application, from 2023, of interventions in the form of payments, must be entered in the digital farm notebook. and the establishment of common requirements within the framework of the Strategic Plan of the Common Agricultural Policy, and the regulation of the single application for the integrated management and control system, within section 5 of annex II of “Other aspects that are included in the respective sectoral regulations regulating the specific activity” of Order APA/204/2023, of February 28.
The order establishes and regulates the minimum content of the Autonomous Register of Agricultural Exploitations and the Digital Notebook of Agricultural Exploitation and the chronology of incorporation of information sources in the Information System of agricultural, livestock and agricultural production exploitations.
As of January 1, 2024, the rest of the information contained in the aforementioned annex II must be recorded in the digital farm notebook.
b) For the rest of the farms that do not meet the criteria defined in section a):
As of September 1, 2024, only the content required by Royal Decree 1048/2022, of December 27, within section 5 of annex II of “Other aspects that are included in the respective sectoral regulations regulating the specific activity” of Order APA/204/2023, of February 28.
As of January 1, 2025, the rest of the information contained in the aforementioned annex II must be recorded in the digital farm notebook.
Public administrations must make the computer systems of the Digital Operation Notebook established in article 10 available to all farms as of July 1, 2023 for their voluntary use until the mandatory dates.
The information in the digital exploitation notebook will be updated twice a year within the terms and with the content established by the aforementioned order of the Ministry of Agriculture.
Until these deadlines, compliance with the paper exploitation notebook is still mandatory.
