With 104 votes in favor, the Plenary of the Congress of the Republic of Peru approved its first autograph on matters of Artificial intelligence (IA), which could open the way for future regulation in the country as is being discussed in other countries. What does the initiative say?
During the debate in plenary, congressman Jose Cueto pointed out that This law constitutes the first step in the definition of a legislative framework for the treatment of Artificial Intelligence in Peru“which is not going to exhaust the subject but which does open the way for its development”, in a context in which the technology It is part of the daily life of the population.
In this line, the autograph defines the AI as emerging general-purpose technology that has the potential to improve people’s well-being, contribute to positive sustainable global economic activity, increase innovation and productivity, and help respond to key global challenges. It also includes the definition of AI-based system, Emerging Technologies and algorithms.

National Authority?
The Presidency of the Council of Ministers is also designated, through the Digital Government Secretariat, in its capacity as governing body of the National Digital Transformation System, as the technical-regulatory authority at the national level responsible for directing, evaluating and supervising the use and the promotion of the development of artificial intelligence and emerging technologies, in order to achieve the country’s objectives in terms of digital transformation and the sustainable development objectives in accordance with current regulations.
Its future functions include promoting the development of artificial intelligence and its adoption as a tool that promotes the development and well-being of the country; as well as promote the adoption of ethical guidelines for a sustainable, transparent and replicable use of artificial intelligence, among others.

Declaration of interest
In addition, the implementation of a National Center for Analysis, Evaluation, and Processing of High-Performance Computer Systems and Digital Information as a public institution specialized in high-performance computer systems and digital information is declared of national interest and public necessity.
Likewise, in article 4 it is added: “The promotion of the development and use of artificial intelligence for the improvement of public services, education and learning, health, justice, citizen security, public economy, inclusion, social programs, Security and National Defense; and as well as in all economic and social activity at the national level”.
